The UNOPS Nigeria Country Programme is implementing The Niger Delta Job Creation and Conflict Prevention Initiative which aims to mitigate the violence in the Niger Delta through job creation and conflict prevention initiatives to the youth of the surrounding communities and militants groups in the region. The project is funded by the United Nations Development Programme (UNDP) in collaboration with the state governments and other partners.
This specific project covers a variety of sectors including training of beneficiaries in livelihood skills development training, job creation and conflict prevention initiatives. To achieve its objectives, UNOPS aspires to develop three befitting vocational training institutes or centres that shall serve as skills development and Youth Empowerment centres.
In addition, the project will encourage skills training in non-oil industries in the region to reduce the current dependency on the oil sector. Moreover, the project also aims at conflict prevention and reduction through alleviating the causes of poverty in the target states. The development of social communication strategy that will underpin the program areas of mindset change, advocacy, and awareness campaigns of program opportunities and service lines to the vulnerable unemployed youth and communities will be essential to the success of the program.
UNOPS, therefore, wishes to recruit an Information and Communication Officer who will be responsible for all public and media promotional aspects of the Niger Delta Job Creation and Conflict Prevention Initiative.
Duties and Responsibilities
The Information and Communication Officer under the direct supervision of the Programme Coordinator will be responsible for the following:
- Developing and implementing, as part of a broader programme communications team, the
corporate communications strategy for the operation centre which encompasses external, internal and project communications. - Developing and managing a strategy for the production and dissemination of a wide array
of public information products – including publications, and writing and editing of public information materials, reports, brochures, and information briefs/progress updates - Contributing to the designing, managing and facilitating the implementation of the Programme social communication work plan – including monitoring and reporting duties associated with that work plan Implementation of sourcing strategy
- Develops a work plan for communication activities, monitors compliance and provides support and guidance to ensure objectives are met. This includes performance planning, monitoring and appraisal
- Support program coordinator in conducting negotiations with states Governments, private
sector and appropriate organizations on agreed programmes of activity and agreements governing them. - Provide advice on related programmes on Public Information to the different project managers or directors of youth empowerment training centers and the program coordinator when required.
- Initiating and establishing extensive contacts with relevant organizations to facilitate
information exchange between various stakeholders and project(s) beneficiaries. Identification of opportunities or for promoting Niger Delta job creation and conflict prevention activities and matters on Niger Delta Development Cooperation, including the preparation of features and articles.

Qualifications:
A well grounded professional is required in information and communication technology that has at least five years experience as hands on practitioner. In particular, the candidate should demonstrate the following:
- Advanced university degree in Communication, Journalism, Public Relations; or equivalent professional work experience in the communication area, combined with an advanced university degree in a related discipline with emphasis to participatory communication, communication planning, social mobilization, participatory research, and training and impact evaluation.
- Five years progressively responsible professional work experience in communication, print and broadcast media or interactive digital media, of which two years should be in developing countries.
- Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.
