Health Partners International, one of the implementing agencies of the MAPS Program now seeks to employ professionals to work in MAPS and coordinate the Management and Monitoring and Evaluation capacity Building activities at the state levels of the 3 current focal states of MAPS.

POSITION:
Management and M&E capacity Building Officer: x3
This position will be based in each of the MAPS States (Cross-River, Nassarawa and Zamfara). The Management and M&E Capacity Building Officer will be responsible for working with partners at the State level and below to strengthen capacity in management and Monitoring & Evaluation for effectively addressing malaria prevention and control in Nigeria. S{he will work with the State level MAPS team and the federal level capacity building MAPS team, to ensure the achievement of key program outputs.

Other responsibilities include:
-Oversee all management and M&E capacity building activities carried out in each state relating to malaria prevention and control in Nigeria;
-Maintain an oversight of all management and M&E capacity building activities carried out in each state related to malaria prevention and control;
-Maintain an oversight of all management and M&E capacity building activities carried out in each state related to malaria prevention and control;
-Ensure that State and LGA stakeholders and organizations play leading roles in planning, conducting, supervising, monitoring and evaluating malaria prevention and control activities related to management and monitoring & evaluation systems.
-Assist partners to undertake a thorough assessment of gaps in Management and M&E systems with regards to malaria prevention and control in Nigeria at State levels and for both the rural and urban facilities;
- Provide strategic leadership at State levels to Program as it regards all issues relating to
capacity building of Management and M&E systems for malaria prevention and control;
- Assist the State Malaria Control Program to develop effective harmonization of all agencies malaria control activities at State level relating to capacity building in management and M&E systems;
- Ensure that ongoing program activities are well co-ordinated, lessons are shared across the program and delivered on time;

Qualification:
A post-graduate qualification in Public Health or other related disciplines in health and medical sciences.
S/he must have an extensive experience and knowledge of Public Health, policy development and health systems reforms in Nigeria. A minimum of Five years of experience in Management and M&E in Public Health,
A minimum of five years hands-on management experience of health service delivery and Primary Health care in Nigeria. A good knowledge and experience of capacity building tools.
Good knowledge of malaria prevention and control in Nigeria or other African countries,
a Good knowledge and use of project data management and analysis software such as; HMIS, DHIS, EPiInfo, Epidata, Microsoft Excel, Access, Stata or SPSS is very essential.
Excellent communication and inter-personal skill is mandatory for this position.

Terms and Conditions of Employment:
The appointment term will be a period of 4.5 years for each position, with an initial 6 months probationary period. The program offers very competitive salary packages. Local terms and conditions will apply.

Rotation 1 – Country CRES (10 months)
Once on board you’ll be assigned a rotation within country compliance, and this will include developing knowledge and skills across a number of areas. During this time you’ll learn how to:

Prepare a clear brief from a business unit, regarding a real estate requirement, via a consulting approach
Translate the real estate brief into a premises requirement specification
Develop a business case for the real estate requirement
Engage the necessary stakeholders required to gain approval of specified premises
Take the business case through the Bank’s internal approval process
Conduct a premises search, using internal and external resources to identify a site which meets user requirements
Successfully negotiate favourable lease terms for the Bank
Prepare, in conjunction with the landlord, the required lease documentation necessary to ensure financial, environmental, health and safety and operational risks are mitigated to the extent possible
Renew an existing lease at most favourable terms
Conduct market reviews to benchmark industry trends and current market rates for various types of real estate, including office, retail and potentially warehouse
Effectively work with external service providers to maximise value throughout the leasing transactions process

Rotation 2 – Consumer Banking Branch (2 months)
This will include gaining an understanding of:

How we drive value and deliver exceptional customer service
The ability to explain the purpose and structure of our core products for Consumer Banking or Wholesale Banking
The role that their specific function plays in supporting the customer experience.
The end-to-end process from customer through to operations and accounting.
How the work of CRES impacts the front line
How Personal Financial Consultants (PFC) and Customer Relationship Managers (CRM) in branch operate
The development of outline structures

Rotation 3 – CRES Risk (4 months)
This will include gaining an understanding of:

The role of Business Continuity Management (BCM) and the risk management process
BCM best practice and key regulatory requirements
The Bank’s approach to the application of BCM measures and procedures to mitigate risks
Participating in a gap analysis review of country Business Continuity preparedness, and formation of a country action plan
The preparation and analysis of the Management Information reporting for Business Continuity

Rotation 4 – CRES Real Estate (7 months)
This will include building knowledge and skills around:

The regulatory environment, risks and challenges faced by an internationally active bank
How the Group’s key risk Compliance policies and processes are applied into country
How Compliance provides advice and assurance to the business and supports its progression
The regulatory risks in the specific business
The structure of the Group and a greater exposure to its governance processes and controls
Business skills training
You will be required to attend the CRES Academic programmes. These will start in your first year immediately after the International Induction Programme. These academic programmes will develop your skills and knowledge and ensure you get to benefit from direct contact with our senior managers.

i. Possess valid birth certificate endorsed by the National Population Commission, Hospital or Local Government Council of birth or valid age declaration.
j. Possess a valid certificate of state of origin.
k. Recommended by at least two recognizable referees who must attest to the applicant’s character and integrity. Serving military personnel must be recommended by their commanders.

CONDITIONS OF SERVICE
Direct Short Service Commission will be granted for 10 years, for an initial probation period of 3 years service, renewable yearly for another period of 7 years. Direct Regular Commission may be granted on conversion after 3 years as commissioned officer.
All selected candidates will be required to undergo an initial military training.
Officer cadets who successfully complete the military training shall be granted the rank of Lieutenant with no advantage of seniority except fully registered Medical Doctors, Architects, Lawyers and holders of doctorate degree in fields relevant to individual service who will be commissioned in the same rank but with 3 months seniority.
